Windows command line / file structure is not case sensitive, ( unlike
*nix).  Usually this error means  that the ruby/bin directory is not found
in the PATH environment variable.  InstantRails does not alter your Windows
settings. What you need to do is to start InstantRails. Then you can
right-click on the red 'I' QuickLaunch toolbar ( Windows XP), and select
Rails Appliction -> Open Ruby Console Window.  On the command window that
appears  'CD ' to you application directory.  Then try the command again.
