Just for anyone interested: We are using our own custom plugin_locator
instead of Rails::Plugin::FileSystemLocator. However instead of just
deleting Rails::Plugin::FileSystemLocator and adding our own to
rails.plugin_locators, we just rails.plugin_locators = [OurLocator]
which means we were not loading Rails::Plugin::GemLocator
