I think you have a good point. I'm reluctant to change the major version right now though, because we've already done 4 release candidates named "3.2" and it's too late to change that unless we put off the release for a few more weeks, which I absolutely don't want to do. I can't predict what dependent gems might break with a bump in the major release number. I'm willing to consider adopting it after 3.2.0, however.
