I have a 32 bit Windows version of ne. It will not run on a 64
bit Windows system


Both Linux and Windows can run 32-bit binaries on a 64-bit system. However
neither can mix 64- and 32-bit shared libraries (aka DLLs) and executables
(neither way around works), so you have to resort to IPC.
