I'll try to explain it again to make things more clear about his goal,
since we had some occasion to discuss about it just after the VTV
talk... ;-)

This is about one box offering public proxy service. This box should
have 3 public IP addresses to allow its users to visit websites and
apear on them as one of these 3 IP. Which IP to use should be the
 choice
of the user and that's what is difficult here...

I'm not sure squid is able to manage such a thing so I gave some bulk
hint: try to run 3 instances of squid, each with its own configuration
file using its own public IP address. :-P

If anybody knows a better way, something like allowing this with only
one instance of squid, please let us know! :-D
