I think the most important problem in fpt mirror is international connection bandwidth. To be an offical mirror of fedora, centos, ubuntu, debian is a great effort. The total disk consume of fpt mirror is about 6TB - (6000 GB). Maybe there are some problem with the fedora which cost 2.1TB. But the cost of maintenance is very high so they try to save to serve as many as they can. They not only need a plan but also need who make plan for the mirror.
