We had some experience with translation in the past which was a total
failure. I used to write the doc in french only then translate it in
english, and maintain the two versions side by side. The result is that
the two versions diverged. The reason is simple : you can never expect
contributors to update a language they don't speak, so only the
language maintainer can do the work and sometimes it's really not easy
to understand what the exact feature is (believe me for having had to
do many english->french updates on things I didn't understand).

We also had a Chinese translation for some time, but the amount of
work to keep it up to date caused it to be quickly forgotten and
ignored as out of date.

It might make sense to have a translation for stable versions which
change much less often, but this is still a huge work. Given the
size of the doc, I expect at least one month full time to translate
it into any language, and you can't really expect to reuse more than
half of this work on a new release. So this is a really tedious work!
