I grab latest haproxy 1.8 from git repository
http://git.haproxy.org/git/haproxy-1.8.git/
I applied these patches:
h2-error.diff
0001-WIP-h2-try-to-address-possible-causes-for-the-close_.patch
(as you said,
0001-MINOR-h2-add-the-error-code-and-the-max-last-stream-.patch was already
applied).

new binary:
HA-Proxy version 1.8.12-f8a0ef4-19 2018/07/24

Seems you found what was wrong :) Great work ! Thank you to Milan too for
first raising the issue.

I will keep this new binary for a few days, just to check that every cases
are handled correctly.
