It's not really a conflict, but yes, you have an unecessary "downgrade"
to the same version as currently backports has 2.2.x. You can switch to
Debian backports but in the future, it may get 2.4.x while
haproxy.debian.net ensures you stay on 2.2.x.
Alternatively, I will be careful next time to upload the same binary to
haproxy.debian.net and to Debian backports.
Also, you seem to have a custom /etc/apt/preferences that may explain
why you are the first to notice that?
