This is Iranian jammer against clandestine Voice of Iranian Kurdistan, which may be anywhere in the 4820-4900 range. The parallel program is around 3970 but not in synchro (very long delay, at times even minutes) either way. At least some Iranian jammers seem to have a habit to be about 100 Hz above their target station.
