Preparations are under way in various government ministries for the third round 
of radio licensing. The Ministry of Information and Broadcasting (I&B) has 
asked the Ministry of Communications and Information Technology (C&IT) for the 
availability of frequencies.

Speaking to afaqs! about the development, an informed source in the I&B 
ministry says, ?Since we plan to give licences for Tier D towns and small 
cities in the next round, we have asked the C&IT ministry to provide us with 
the required frequencies.? The request is being processed and the source adds 
that it will take at least two-three weeks to get the exact availability.

It is learnt that the ministry is eager to provide licences in Category C and D 
towns. They were covered in the second round of licencing, however they were 
not in sufficient numbers. Though private radio operators will definitely look 
into operational viability in such places, government is hoping that the next 
round of licensing will see aggressive bidders which will ensure that radio 
reaches maximum number of people.

Once the ministry gets a clear view on the frequencies, the policy will be 
prepared and finetuned. Subsequently, it will be passed on to various 
ministries such as the Ministry of Law and to the Prime Minister?s Office. 
Possible suggestions and modifications may then be incorporated. After this, a 
cabinet note will be prepared by the ministry, which will be passed on to the 
cabinet secretary for presentation to the cabinet. 

Given the functioning of the government machinery, the time period for the 
announcement of the policy could not be ascertained. Sources, however, gave a 
tentative date in the first quarter of 2009. 

One factor which could have an adverse impact on the completion of the 
procedure is the announcement of the forthcoming general elections. Currently, 
241 private radio stations are operating in the country and the I&B ministry 
intends to give out licences for around 700 more, including 350-400 from Tier D 
towns.

Hello all,

the latest edition of the Perseus Databases contains a tracking function 
that lets follow a list to the frequency of the Perseus. This new choice 
is optional and can be choosen separately for each list easily by 
marking a checkbox.
So you may decide yourself if the frequency value is checked every 
second, which will cause according CPU useage.

This function was developed and made available by OM Aldo Moroni, IW2DZX.
Thanks to Italy, which again proves to be a remarkable place of 
innovation. ;-)

Malabo", checking 6250 they really (Bata, 5005) was relaying Malabo maybe

Albania, 6110, Radio Tirana, 0031-0125, Noted a female in comments from
0031 to 0033 with one ID as "Radio Tirana".  At 0033 a period of music
presented until 0044 when another ID given followed with news.  This format
continued during the period.  Signal was good.  (Chuck Bolland, November 20,

9995    KOREA, NORTH, V. of Korea heard 19 Nov. at 1518 with AR pgm to the
Middle East.  The signal was S3 at best.  I was quite surprised at the lack
of strength, especially as it is supposed to be beamed to the ME.

9990    ISRAEL, Kol Israel, heard 19 Nov. at 1501 w/s/on in FS and news.
English recordings of Simon Peres.  Loud signal, but not quite S5.  If I
recall correctly, they were going to quit SW a few years back.

9970    BELGIUM, RTBF Intl., heard in French talk and music w/IDs at 1529 on
19 Nov.  Good signals, but suddenly creamed by R.F.Chosun tuning up on freq
@ 1533.

9970    CLAN, ARMENIA, R.F.Chosun relay via Gavar.  KR nx, political talk
and mx at 1545 on 19 Nov.  They started tuning up on freq at 1533, beating
RTBF Belgium into the dirt.  Pounding S4+ sigs.

I decided to explore 31 meters a little bit and see what there was left on
there.  Belgium is an old friend and I still proudly have my QSL from BRT
ca. 1977.  I had seen all sorts of reports that Israel was giving up on
Shortwave, but it seems the unfortunate political state in this area of the
world has kept them on the air.

Port Blair, Andaman and Nicobar islands, India still on 4760 this morning,
but not quite as strong as yesterday.  Tajikistan was pounding at 0020, but
at shortly after 0030 the seemed to change antenna patters as their signal
dropped considerably.  No help for Port Blair though, whose signal continued
to deteriorate.
