nothing at all on 15615, and nothing nearby to explain it, but perhaps V. of 
Tibet jumparound, or SOH; was on 15605 two days ago

Circa 1430:
15800, fair at 1430, no others 11-18 MHz; by 1445 declined to very poor. Per 
Aoki this is a Sound of Hope 100-watt nuisance frequency from Taiwan available 
at any hour except 19-20

** MAURITANIA. 7245, March 17 at 0540, IGIM still not on, unlike yesterday

** U S A. WORLD OF RADIO 1608 monitoring: 5110v-CUSB, UT Saturday March 17 
started at 0115, via Area 51 on WBCQ; following extended `Allan Weiner 
Worldwide` with many tributes to the late Jay Smilkstein. `Jean Shepherd` 
followed circa 0145. On the DX-398 I was getting almost as much modulation on 
LSB as on USB, but less QRM on USB; still centered on the low side of 5110.

Confirmed on WRMI 9955, March 17 at 1523 for the 1500 broadcast: poor signal 
but unseems Cubajammed, instead with fast SAH, double carrier obvious with BFO, 
i.e. from R. Free Asia, Tibetan via TINIAN and/or ChiCom jamming. 

Remaining airings of WOR 1608: on WRMI 9955, Saturday 1730, Sunday 0800, 1530, 
1730, Monday 0500, 1130. On WTWW 5755, UT Sunday 0400 ex-0500. On WRN via

** U S A. 9980, Saturday March 17 at *1358 WWCR-4 carrier cuts on desensitizing 
the area around WWV; 1401 sign-on and into organ hymns, later bar songs (?); by 
1429 recheck it`s Brother Scare`s Sabbath Service. 

Almost a week after DST has been imposed, WWCR has failed to update its program 
schedules, still dated March 1 with an obsolete 6-hour difference from UT at
http://www.wwcr.com/program-guides/WWCR_Program_Guide.pdf
showing 9980 starting with TOM on Saturdays and Sundays only at 1500 (really 
1400), M-F at 1700 (really 1600). WBCQ 15420-CUSB has also moved an hour

** U S A. WTWW: George McClintock updated us on March 15: as we suspected, 
Brother Stair on WTWW-2 expired on Feb 29, but kept running him a few more days 
as an audio source for tests. Lately that transmitter has been off, nothing on 
5085 or 9990, pending another TBA full-time customer being ready to start, 
religious of course. He is still making plans for a fourth transmitter; how 
soon that comes to pass depends on income from #2 once it`s in full service. It 
still needs a few adjustments, by an ex-Continental technician who was expected

** U S A. Enid sunrise today 1239 UT, just as I start checking MW:

660, March 17 at 1238 UT, Dineh talk, quite incomprehensible, nary a cognate or 
English word intruding that I could detect, but at 1241 back to English with 
McDonald`s ad, Chrysler-Dodge-Jeep dealer in Flagstaff AZ, KTNN singing ID, 
into country song in English. Since the sun is just rising here, it`s got to be 
way before sunrise a megameter to the west, so KTNN is obviously on 
non-direxional day pattern instead of nulling toward New York; unlike e.g. KKOB 
770 in Albuquerque (Glenn Hauser, OK, DX LISTENING DIGEST)

1350, March 17 at 1258 UT, Fox Sports Radio with a bit of Irish reel music, 
wonder why? Loops NW/SE on the DX-398 with green display panel. Must be KDZA 
Pueblo CO, but supposed to be on PSRA power of only 180 watts until 1315 UT in 
March, instead of full 1300 watt day power. Why isn`t it 5000? (Glenn Hauser,

The government is working towards the digitalisation of media and entertainment 
industry and digital transmission is most likely to start in July, Information 
and Broadcasting Secretary Uday K. Varma said.?"Beginning with the four metros, 
we can switch over to digital transmission as early as July this year. The 
whole country will go digital by December 31, 2014. This will address a 
plethora of issues faced by the television industry," he said at the inaugural 
event of FICCI-FRAMES 2012.

The 13th edition of the three-day global convention FICCI-FRAMES kicked off 
here on Wednesday as top names from the media and entertainment including 
filmmaker Karan Johar, actress Sonam Kapoor, Maharashtra Chief Minister 
Prithviraj Chavan, CEO of Star India Uday Shankar and Chairman of Motion 
Pictures Association of America ( MPAA) Senator Chris Dodd lit the inaugural 
lamp.

Speaking further on the future of digital media, Varma said that the 
digitalisation challenge is unique.?"It is mammoth in scale. Within less than 
three years, this (digitalisation process) will make cable a largest provider 
of content backed by a law passed in the parliament," he said.?Varma said that 
the ministry firmly believes in the enormous role that the radio and the 
television are playing in helping transform the democratic society.

"In order to provide deeper, broader penetration and reach, we are working 
towards enabling an unprecedented expansion of the community radio stations in 
the country. We intend to set up 1,000 community radio stations in next five 
years," he said.?He also announced that the Union Cabinet has approved the 
proposal to allow 839 new FM radio stations in over 250 towns of the

Government plans to appoint an auctioneer within the next three months for the 
third phase of FM radio frequency auction, a ministry official said on 
Wednesday.?"We hope to finish the first round of this auction by end of the 
year (2012)," Uday Kumar Varma, secretary, Ministry of Information and

The government today said it is committed to ensuring implementation of 
digitisation of the television transmission and distribution industry and will 
begin the process from April onwards.?"The government is committed to the 
digitisation of the TV industry in a time bound manner. In fact, implementation 
will begin from this April onwards so that the four metros are covered. By 
December 31, 2014, we plan to complete the digitisation of the television 
industry," Information and Broadcasting Secretary Uday Kumar Varma said at 
Ficci FRAMES 2012, a three-day global convention, here.


Talking about the road-map for expanding FM radio, he said around 830 FM radio 
stations in 230 towns will be set up in two-and-a-half years and an auctioneer 
will shortly be appointed to auction FM radio spectrum.?Around 1,000 community 
radio stations would also be set up very soon, he said.?"We also intend to 
digitise Doordarshan and All India Radio shortly," he said.?Varma also 
announced government initiatives to celebrate 100 years of Indian cinema.

"The government will organise initiatives to celebrate 100 years of Indian 
cinema from May 3, 2012 to May 3, 2013. As you know, the first Indian movie, 
Raja Harishchandra, was released almost a 100 years ago,? he said.?The 
government also plans to set up a new organisation to run the International 
Film Festival of India, he announced.?"We intend to make IFFI a global landmark 
event. A new organisation to run the festival will be set up shortly, he said.

The government will also spend Rs 500 crore to set up a Film Heritage Mission 
with preservation vaults of international standards in order to preserve 
celluloid movie prints.?"We intend to set up this institution to safeguard and 
archive our cinematic heritage. Restoration of movie prints will also be 
undertaken here,? Varma said.?He said that the government plans to put in place 
a legal mechanism to fight movie piracy.

"During the 12th Five Year Plan period, we intend to start training programmes 
for the police to fight movie piracy and familiarise them with the Copyright 
Act. We have also proposed to carry out research on how to combat movie piracy, 
he said.?He also announced that the Ministry of Information & Broadcasting has 
signed an MoU with the Ministry of Tourism to promote India as an international 
movie shooting location.

"We plan to set up a Film Commission which will give single window clearances. 
We have received complaints that multiple on-ground clearances are required to 
shoot at locations, he said.?He said that the Film & Television Institute of 
India, the Satyajit Ray Film Institute as well as the Indian Institute of Mass 
Communication (IIMC) will be declared institutions of national 
importance.?"IIMC will start two new regional centres in Jammu & Kashmir as

Director General Mark Thompson said the idea - dubbed Project Barcelona - was 
the "digital equivalent" of buying a show on DVD.?In a speech to the Royal 
Television Society in central London, Mr Thompson said the success of the 
iPlayer - which allows viewers to watch programmes up to seven days after they 
are first shown - did not change the fact that after a week "a large proportion 
of what the BBC makes and broadcasts is never seen or heard of again".


He said: "The idea behind Barcelona is simple. It is that, for as much of our 
content as possible, in addition to the existing iPlayer window, another 
download-to-own window would open soon after transmission - so that if you 
wanted to purchase a digital copy of a programme to own and keep, you could pay 
what would generally be a relatively modest charge for doing so."

Mr Thompson said the idea was "not a second licence-fee by stealth" and other 
digital download sites would be able to sell BBC programmes.?He said: "The 
window would be non-exclusive. The BBC would open up one digital shop, but the 
expectation would be that all this content would also be made available for 
other existing providers to sell if they wish and that producers could exploit 
this download-to-own window in any way they wanted."

Mr Thompson said the idea would need the support of programme makers and the 
BBC Trust, but added it would "mark an important step in broadcast's journey 
from being a transitory medium into a growing body of outstanding and valuable 
content which is always available to enjoy and which persists forever."?He also 
used the speech, at the Cavendish Conference Centre in central London, to talk 
about his exit from the corporation.

Referring to reports that he will leave the BBC at the end of this year, he 
said: "Well make of that what you will - I'm not proposing to lay out an exact 
timetable this evening, I'll share that with the BBC Trust and all of my 
colleagues at the BBC when the time is right."?But he did hint at leaving 
before the next BBC charter is renegotiated - which has to happen before

?200 million Indians have no TV, phone or radio


One-sixth of the country, or 200 million Indians, don't possess any of the most 
basic assets like a transistor or TV, phone, vehicle of any kind or a computer. 
In three states - Arunachal Pradesh, Nagaland and MP- close to a third of the 
households own none of these assets.?

On Tuesday, the registrar general of India released the final figures for the 
first phase of Census 2011, known as the Houselisting and Housing Census. The 
data shows how India lives - how many people to a house, how they light their 
houses and where they get their water from, and some of the things they own.?

The Census measures ownership of five assets - radio/transistors, television, 
telephone, computer and mode of transport. The proportion of households which 
own a radio has fallen, almost at the same rate at which the proportion of 
households with a TV has risen. Yet, there remains a stark difference between 
TV penetration in rural and urban India: Just one third of rural households own 
a TV set, while over 75% of urban households own one. TV penetration is highest 
in Delhi (88%), followed by Tamil Nadu (87%), Punjab, Chandigarh and 
Puducherry. Bihar has by far the lowest TV penetration of any state at just 
15%.?

2011 is the first year that the Census is counting mobile and landline use 
separately, and the numbers show that telephony in India is overwhelmingly 
about mobile phones. While 63% of households owned a phone, 53% owned a mobile 
phone only and another 6% owned both a landline and a mobile phone. Over half 
of rural households and three-quarters of urban households now own a mobile 
phone.?

Here too, there's considerable regional variation; east and north-east India 
have low telephone density, with Chhattisgarh and Orissa being the country's 
worst. Delhi, Chandigarh, Goa, Lakshadweep and Kerala all have a tele-density 
close to 90%?

About 20% of urban households and 5% of rural households now own a computer or 
laptop. Internet penetration at the household level follows further behind - 
just 1% of rural households own a computer with internet, and 8% of urban 
households. Chandigarh, Delhi and Goa are the only states or union territories 
with household internet penetration above 10%; it is under 1% in Bihar.?

Close to half of India owns no means of transport. Just 5% of households own a 
car, 21% own a two-wheeler and 45% own a bicycle (some would own more than one

Budget: Entertainment, amusement services exempted from service tax?


The Government today placed "admission to entertainment or access to amusement 
services" in the Negative List ? a new List for which there will be no service 
tax.?Advertisements broadcast by television or radio, however, will be excluded 
from the Negative List. What could hurt is the increase in service tax from 10 
per cent to 12 per cent proposed in the budget for 2012-13.?Finance Minister 
Pranab Mukherjee in his budget speech for 2012-13 today announced exemption of 
the film industry from service tax on copyrights relating to recording of 
cinematographic films.

He said that this was being done "to add to the spirit of celebration" since 
the year 2012 marks the beginning of the centenary year of Indian cinema.?He 
said: "Despite the change in titles from Dada Saheb Phalke?s ?Raja 
Harishchandra? to ?Ra. One? in recent times, the industry has played a pivotal 
role in unifying our country in the wake of her considerable diversity."?He 
said in addition to the negative list, there is a list of exemptions which 
include sportspersons and performing artists in folk and classical arts, apart 
from independent journalists.

The Negative List also contains selling of space or time slots for 
advertisements other than advertisements broadcast by radio or television; and 
betting, gambling or lottery.?The Finance Minister also announced full 
exemption from basic customs duty for LCD and LED TV panels, and parts of 
memory card for mobile phones. He retained the lower merit rate of excise duty 
on mobile phones at one per cent.

The Finance Bill which formed part of the Budget documents described 
"entertainment event" as an event or a performance which is intended to provide 
recreation, pastime, fun or enjoyment, by way of exhibition of cinematographic 
film, circus, concerts, sporting event, pageants, award functions, dance, 
musical or theatrical performances including drama, ballets or any such event 
or programme.

"Amusement facility" is described as a facility where fun or recreation is 
provided by means of rides, gaming devices or bowling alleys in amusement 
parks, amusement arcades, water parks, theme parks or such other places but 
does not include a place within such facility where other services are 
provided.?"Advertisement", the Bill says, means any form of presentation for 
promotion of, or bringing awareness about, any event, idea, immovable property, 
person, service, goods or actionable claim through newspaper, television, radio 
or any other means but does not include any presentation made in person.

The Bill says "betting or gambling" means putting on stake something of value, 
particularly money, with consciousness of risk and hope of gain on the outcome 
of a game or a contest, whose result may be determined by chance or accident, 
or on the likelihood of anything occurring or not occurring.?The Bill also 
lists the declared services to include temporary transfer or permitting the use 
or enjoyment of any intellectual property right; and development, design, 
programming, customisation, adaptation, upgradation, enhancement,

Jonathan Marks, who over the past few years has digitized hundreds of Media 
Network radio shows, has just put three landmark editions of the show online:

The 1000th edition of Media Network was broadcast at the start of March 2000. 
We used the programme to share some of the behind the scene stories and 
celebrate anecodotes with our contributors. I (Andy) took part in this edition, 
explaining how I got involved with the programme. And there are plenty of 
memories from the loyal audience too. Enjoy!
The penultimate edition of Media Network contained extracts from WRUL/WNYW with 
Lou Josephs, and the Prague story 1945/1968. We were celebrating the strength 
of the documentaries.
The final Media Network audio show of all was broadcast in October 2000 just 
before we went back to winter time. It was really a thank you to the audience 
for sharing so much time with us over two decades. We certainly had worked out 
the pace of the programme by that time - and we believe it?s strength was that 
it was a true listener participation show. This final programme contains a 
rather comprehensive survey of the media events surrounding the Falklands 
Malvinas conflict of April 1982. Remember Radio Atlantico del Sur? We also 
looked at black propaganda stations in Asia, notably those along the 
Soviet-Chinese border.

Also just added is the very first edition of DX Jukebox that was presented by 
Jonathan on 7 August 1980 - just 48 hours after he arrived in the Netherlands. 
As Jonathan puts it, the programme morphed into Media Network.?To hear/download
