In fact, implementation will begin from this April onwards so that the four metros are covered. By December 31, 2014, we plan to complete the digitisation of the television industry," Information and Broadcasting Secretary Uday Kumar Varma said at Ficci FRAMES 2012, a three-day global convention, here. Talking about the road-map for expanding FM radio, he said around 830 FM radio stations in 230 towns will be set up in two-and-a-half years and an auctioneer will shortly be appointed to auction FM radio spectrum.?Around 1,000 community radio stations would also be set up very soon, he said.?"We also intend to digitise Doordarshan and All India Radio shortly," he said.?Varma also announced government initiatives to celebrate 100 years of Indian cinema. "The government will organise initiatives to celebrate 100 years of Indian cinema from May 3, 2012 to May 3, 2013. As you know, the first Indian movie, Raja Harishchandra, was released almost a 100 years ago,? he said.?The government also plans to set up a new organisation to run the International Film Festival of India, he announced.?"We intend to make IFFI a global landmark event. A new organisation to run the festival will be set up shortly, he said. The government will also spend Rs 500 crore to set up a Film Heritage Mission with preservation vaults of international standards in order to preserve celluloid movie prints.?"We intend to set up this institution to safeguard and archive our cinematic heritage. Restoration of movie prints will also be undertaken here,? Varma said.?He said that the government plans to put in place a legal mechanism to fight movie piracy. "During the 12th Five Year Plan period, we intend to start training programmes for the police to fight movie piracy and familiarise them with the Copyright Act. We have also proposed to carry out research on how to combat movie piracy, he said.?He also announced that the Ministry of Information & Broadcasting has signed an MoU with the Ministry of Tourism to promote India as an international movie shooting location. "We plan to set up a Film Commission which will give single window clearances. We have received complaints that multiple on-ground clearances are required to shoot at locations, he said.?He said that the Film & Television Institute of India, the Satyajit Ray Film Institute as well as the Indian Institute of Mass Communication (IIMC) will be declared institutions of national importance.?"IIMC will start two new regional centres in Jammu & Kashmir as well as Kerala," he said. He said: "The idea behind Barcelona is simple. It is that, for as much of our content as possible, in addition to the existing iPlayer window, another download-to-own window would open soon after transmission - so that if you wanted to purchase a digital copy of a programme to own and keep, you could pay what would generally be a relatively modest charge for doing so." Mr Thompson said the idea was "not a second licence-fee by stealth" and other digital download sites would be able to sell BBC programmes.?He said: "The window would be non-exclusive. The BBC would open up one digital shop, but the expectation would be that all this content would also be made available for other existing providers to sell if they wish and that producers could exploit this download-to-own window in any way they wanted." Mr Thompson said the idea would need the support of programme makers and the BBC Trust, but added it would "mark an important step in broadcast's journey from being a transitory medium into a growing body of outstanding and valuable content which is always available to enjoy and which persists forever."?He also used the speech, at the Cavendish Conference Centre in central London, to talk about his exit from the corporation. In three states - Arunachal Pradesh, Nagaland and MP- close to a third of the households own none of these assets.? On Tuesday, the registrar general of India released the final figures for the first phase of Census 2011, known as the Houselisting and Housing Census. The data shows how India lives - how many people to a house, how they light their houses and where they get their water from, and some of the things they own.? The Census measures ownership of five assets - radio/transistors, television, telephone, computer and mode of transport. The proportion of households which own a radio has fallen, almost at the same rate at which the proportion of households with a TV has risen. Yet, there remains a stark difference between TV penetration in rural and urban India: Just one third of rural households own a TV set, while over 75% of urban households own one. TV penetration is highest in Delhi (88%), followed by Tamil Nadu (87%), Punjab, Chandigarh and Puducherry. Bihar has by far the lowest TV penetration of any state at just 15%.? 2011 is the first year that the Census is counting mobile and landline use separately, and the numbers show that telephony in India is overwhelmingly about mobile phones. While 63% of households owned a phone, 53% owned a mobile phone only and another 6% owned both a landline and a mobile phone. Over half of rural households and three-quarters of urban households now own a mobile phone.? Here too, there's considerable regional variation; east and north-east India have low telephone density, with Chhattisgarh and Orissa being the country's worst. Delhi, Chandigarh, Goa, Lakshadweep and Kerala all have a tele-density close to 90%? About 20% of urban households and 5% of rural households now own a computer or laptop. Internet penetration at the household level follows further behind - just 1% of rural households own a computer with internet, and 8% of urban households. Chandigarh, Delhi and Goa are the only states or union territories with household internet penetration above 10%; it is under 1% in Bihar.? Close to half of India owns no means of transport. The Government today placed "admission to entertainment or access to amusement services" in the Negative List ? a new List for which there will be no service tax.?Advertisements broadcast by television or radio, however, will be excluded from the Negative List. What could hurt is the increase in service tax from 10 per cent to 12 per cent proposed in the budget for 2012-13.?Finance Minister Pranab Mukherjee in his budget speech for 2012-13 today announced exemption of the film industry from service tax on copyrights relating to recording of cinematographic films. He said that this was being done "to add to the spirit of celebration" since the year 2012 marks the beginning of the centenary year of Indian cinema.?He said: "Despite the change in titles from Dada Saheb Phalke?s ?Raja Harishchandra? to ?Ra. One? in recent times, the industry has played a pivotal role in unifying our country in the wake of her considerable diversity."?He said in addition to the negative list, there is a list of exemptions which include sportspersons and performing artists in folk and classical arts, apart from independent journalists. The Negative List also contains selling of space or time slots for advertisements other than advertisements broadcast by radio or television; and betting, gambling or lottery.?The Finance Minister also announced full exemption from basic customs duty for LCD and LED TV panels, and parts of memory card for mobile phones. He retained the lower merit rate of excise duty on mobile phones at one per cent. The Finance Bill which formed part of the Budget documents described "entertainment event" as an event or a performance which is intended to provide recreation, pastime, fun or enjoyment, by way of exhibition of cinematographic film, circus, concerts, sporting event, pageants, award functions, dance, musical or theatrical performances including drama, ballets or any such event or programme. "Amusement facility" is described as a facility where fun or recreation is provided by means of rides, gaming devices or bowling alleys in amusement parks, amusement arcades, water parks, theme parks or such other places but does not include a place within such facility where other services are provided.?"Advertisement", the Bill says, means any form of presentation for promotion of, or bringing awareness about, any event, idea, immovable property, person, service, goods or actionable claim through newspaper, television, radio or any other means but does not include any presentation made in person. The Bill says "betting or gambling" means putting on stake something of value, particularly money, with consciousness of risk and hope of gain on the outcome of a game or a contest, whose result may be determined by chance or accident, or on the likelihood of anything occurring or not occurring.?The Bill also lists the declared services to include temporary transfer or permitting the use or enjoyment of any intellectual property right; and development, design, programming, customisation, adaptation, upgradation, enhancement, implementation of information technology software. We used the programme to share some of the behind the scene stories and celebrate anecodotes with our contributors. I (Andy) took part in this edition, explaining how I got involved with the programme. And there are plenty of memories from the loyal audience too. Enjoy! The penultimate edition of Media Network contained extracts from WRUL/WNYW with Lou Josephs, and the Prague story 1945/1968. We were celebrating the strength of the documentaries. The final Media Network audio show of all was broadcast in October 2000 just before we went back to winter time. It was really a thank you to the audience for sharing so much time with us over two decades. We certainly had worked out the pace of the programme by that time - and we believe it?s strength was that it was a true listener participation show. This final programme contains a rather comprehensive survey of the media events surrounding the Falklands Malvinas conflict of April 1982. Remember Radio Atlantico del Sur? We also looked at black propaganda stations in Asia, notably those along the Soviet-Chinese border. Also just added is the very first edition of DX Jukebox that was presented by Jonathan on 7 August 1980 - just 48 hours after he arrived in the Netherlands.
