9650 at 0008z heard on twente SDR Netherlands. Sounds like man giving news
in French with talk from correspondents. 0027z West African vocal music
similar to Zouk music of the Caribbean.
0028z high-life sounding music with vocals and electric guitars + stringed
instruments

UNID African? With what appeared to be news by man in FF to past 0010 on
4/16 - not Sonder Grense which is scheduled here 0700-1700 in Afrikaans.

I saw this mentioned on another SW group listing, and decided to see if it
was still on the air:

That listing was for 0254 UTC on 9650 kHz, probably April 15 also, so
earlier today.

On the air NOW - 2340 UTC April 15, 2016 9650 kHz African pop music, quite
a good signal on the U.Twente SDR website. Have not heard any breaks in the
music, so the language used is unknown.
