I've been chasing this signal on the UTwente SDR for weeks, if not a month or more.
It will pop up just after 1400UTC, with a dead carrier, audio will appear and just before 1402UTC, the signal disappears. I recorded UTwente SDR this morning, the news intro theme sounds like it's CRI possibly and I think the language is chinese? What's puzzling is CRI is scheduled for this frequency from 0100-0300UTC. No one but Oman is scheduled for 15140 at this hour (1400UTC) and it would be english or arabic.
