They may have pre sunrise authority but that limits them to a max of 500 watts. I have a dead carrier on 1120 this morning at 625am mtn, which is 20 mintues before 645am sunrise for KCRNM according to the FCC. I had them on the air Friday morning which programming just after 6am.
