At Don Moman?s VE6JY excellent antenna farm in Edmonton, Alb-CAN, and various Perseus SDR ports access posibilities there, noted S=7 signal from Cuba only on two antenna selections at this NoAM night hour, positivly signals only on ?10dB? and ?OFF? selection, but not on ?20dB? nor ?30dB? ant selection. Nor would it make sense to do so at 12:30 or 1:30 am local time. The point is that deliberately choosing a frequency which is already jammed is self-defeating, in case the jamming could also cause a problem in the target. There are bound to be better clearer choices. Most of what is now Oklahoma was in the Louisiana Purchase from France in 1803 - not exactly relevant to this matter.
