Could this be the issue?
XUPROG and XUPROGMODE both start the same, so if you put that you want to
give someone the XUPROG key, it will want to know if it is XUPROG or
XUPROGMODE you are talking about. So maybe you are tapping into something
designed to prevent confusion about that sort of problem? That problem is
only present for a few keys.
