The VA and IHS use one or both of the following:
  - Dawning Technologies, www.dawning.com
  - Data Innovations, www.datainnovations.com

I'm not sure either could be considered "low cost" except perhaps when compared 
to the cost of programming interfaces for many instruments.  VistA includes 
interfaces for a large number of instruments, but I guess the VA got tired of 
writing a new interface every time a new instrument was introduced so they went 
with the "data concentrator" concept.
