Nothing has prevented the users from doing this already but they don't. My guess is they wouldn't in the future as well. At best you'd get spotty compliance and all kinds of different keywords. If one wants to use the subject line for categorizing, some uniformity would have to be enforced and that is really out of the control of a mailing list (especially one that you don't control).
