Using Terminal Services or VNC is a great idea. It works VERY well for all manner of applications. It does NOT remove the need for a VPN however. While it is correct that Terminal Services encrypts the data, the server will issue an encryption certificate to ANYONE prior to authentication, giving the anonymous users a Windows logon screen thru the encrypted connection. This means that your entire security model hinges on GOOD/STRONG passwords that change often. How good is your password policy? Is it enforced?
This solution does not reduce the round trip latency, it just moves the time critical traffic off the WAN and leaves it all on the server your connected to and perhaps its' lan.
