I forgot to start TASKMAN. My guess is that the variable IO, which (at the top level) contains the name of the device that has been opened contains a garbage value or is null. Another possibility (and you can tell this from the stack trace) is that the code uses USE^%ZISUTL The traditional way of opening devices in VistA is with ^%ZIS, which is great if you want to open a single output device (say for a report). But, particularly in the case of background processes, this is not always what you want to do.
