Thanks very much Kevin, you got me thinking more clearly about the whole
process. After making the changes according to your referenced note I
kept getting the unknown printer error as below:

I installed the cups bsd compatibility (which has fixed many other
problems that I have had with cups printing configurations in the past)
# apt-get install cupsys-bsd
And it worked! Now I can go to town on the huge number of options that
VistA and Cups together allow for controlling the print jobs.
Outstanding thank you so much.
I guess there was some dependency in the lp system that was missing? Any
one else experiencing this?
