I think I resolved this issue as follows:
Go to the "User Management Menu" -> "Edit An Existing User"
On the 4th screen of the User Management set of screens, near the top is the
"RESTRICT PATIENT SELECTION" item.
I set this to NO.

Don't forget to Save =)
