Go to this link to get started.  It sounds like you ordered the VA FOIA disks, 
but for future reference, you can download what you need from 
ftp.va.gov/vista , and in fact, you may want to get the latest FOIA of 
Cache.dat from there as it is may be newer thatn what you have.  The first 
link below has the instructions to get started.  Then take a look at the 
links after that to get familiar with more of what is available.

This is Kevin Toppenberg's site, some of which has been moved to the wiki. The
