In general the terms "Normative" and "informative" are used in ISO documents but their use, whereever they are used, implies conformity to the type of standard that is published. Informative information (generally in Appendices) is information which may change rather quickly but may be an example of the concepts in the Normative Part (and any Annexes) which may be of any of the types. Uses may be determined by the particular cell of the Zachman Framework (http://www.zifa.com) which starts at a global level and moves down in the 6x6 matrix to the "functioning system". Each Enterprise has to develop the appropriate documntation set that depends upon the enterprise and its "business case". The mastery of this "Enterprise Architecture Planning" context is the objective of our whole educational activity with respect to VistA. Nancy is active in E-31 and is becoming oriented to all of this and we will try to get it applied to the CMS VistA Office proliferation.

So, what do you think of the distinction between normative and
informative documents? Could a standard which is not a specification
(using your terminology) still be normative?

Consider the idea of a "Standard Practice for Use of M in the System
Life
Cycle" to coin a title for a relevant M standard. Such a documnet if
drafted and approved by the MDC could refer to all other information
systems standards and how they might applying in the various
Processes and
Activities of diffferent MUMPS systems projects. It would not be
a Specification, which is the conclusion many jump to when you speak
"standard".
