If you have an incorrect version, a message box will come up and tell you what version you should be using. Did you say that you have tried the RPCBroker tester, and it didn't work? What error does it give? I wonder if you could monitor traffic with netsat. Do you have windows firewall turned off? Is your server's firewall off?
