Web based al the time (SOAP mediated?). Web based is truly universal, while
Java isn't and requires more installations (virtual machine, runtime,) and
upgrades. Also in my experience Java is slower.

I agree that a solution that is not bound to Windows is the way to  
go. There are a number of options, of which Java and web based  
applications are only two.
