Here is a notice about an activity that will have a major impact on the OPen VistA/VOE project. It has not been mentioned on this forum but should be understood by all. It will have relevance to the proposed MDC reactivation and the role that MDC might play in the whole picture. My view is that the MDC will be very important to the VOE/VistA effort. The HITSP will replace the current ANSI HISB and will hopefully have a active role in bringing together the industry with the health professional disciplines in dealing with the health information domain. I encourage comments about all of this on this forum.

On June 6, 2005, the U.S. Department of Health and Human Services issued a
Request for Proposals on the Evaluation of Standards Harmonization Process
for Health Information Technology Program (ONCHIT1).  Endorsed by the Office
of the National Coordinator for Health Information Technology, the RFP helps
to progress President Bush's vision for widespread adoption of interoperable
electronic health records (EHRs) within ten (10) years.



Eighteen (18) independent entities organized as the Standards Harmonization
Collaborative became involved in developing a response to the ONCHIT1 RFP.
One of the recommendations it submitted was the establishment of a
Healthcare Information Technology Standards Panel (HITSP) under the
sponsorship of the American National Standards Institute (ANSI).  Formation
of the HITSP is contingent upon award of the ONCHIT1 contract by the
Department of Health and Human Services in September 2005.



If formed, the Panel will assist in achieving widely accepted and
readily-implemented consensus-based standards that will enable and support
widespread interoperability among healthcare information technology.  It
will identify, prioritize and promote relevant standards using
patient-focused ("use-case") scenarios.



Among the requirements of the ONCHIT1 contract is the submittal to DHHS of
an initial set of three use-cases within 30-days of contract award.  In
order to be prepared to meet this ambitious 30-day deadline, outreach to
stakeholders who might be interested in participation on the HITSP is now
underway.  Standards development organizations (SDOs), non-SDO stakeholder
organizations, governmental bodies and consumer organizations are invited to
participate.

NOTE:   Because the RFP responses are currently under review by the
Department of Health and Human Services, the organizers believe that direct
contact with governmental bodies would be inappropriate. Initial outreach is
to SDOs, non-SDO stakeholders and consumer organizations only. If and when
the contract is received, the organizers will immediately seek involvement
from governmental bodies.

Subject to confirmation of the award, the first meeting of the Panel is
being tentatively planned for September 27-28, 2005, in Washington, DC.
