[KSB] Not to pick nits, but this is not strictly true.  For example, I
can't take a listing of FOIA VistA and (assuming I could lift it) hit
someone over the head with it (at least, not without exposing myself to
arrest for assault and battery).  It's' probably also illegal to ship
VistA to Cuba, North Korea, Iran even though it's in the public domain.
Public domain only means that I do not have to be concerned with
ownership of intellectual property when I contemplate doing something
with VistA.  Any and all other restrictions still apply.
