Never mind, I figured it out by reading the RPC broker help file. If a menu OPTION is specified to be a "b" type, then there is a multiple field called RPC.
If a given RPC call is a member of the list held by the OPTION, and the user as this menu OPTION assigned as one of their secondary menus, then the RPC call is allowed.
