The trouble with VOE in West Virginia was/is that VOE was designed, planned
and funded for a different model of health care delivery. WVPCN requirements
are different from the requirements of a small practice. That includes
functional requirements and resource requirements, particularly for
implementation and training. 

But done correctly, VistA is absolutely the right answer.

I think this one may be another, more pointed way of saying the same thing.

The tempter approached and said to him. "If you are the Son of God,
command that these stones become loaves of bread."         Mat 4:3 

I speculate that the trouble with VOE in West Virginia may have been a
failure
to value the VistA healthcare community more than the "loaves of bread." We
hope to avoid that error in Iowa.
