I think an argument can be made for GRADUAL CHANGE.  Because of cost
and momentum issues, these changes have to be made all at once.  I.e.
on go-live-day, suddenly the new system comes into play.

Instead, I believe that parallel systems should exist, and when the
computer proves itself better, then it will be used.

The internet existed for long before people figure out they could do
their Christmas shopping on it.  Now it does serious competition with
brick stores.  Not because an edict changed all shopping from one to
the other, but instead its usability is irresistible.
