The Lexicon Utility APIs still work fine.  You just don't get any CPT codes
for any concept or expression, nor can you look up an expression by putting
in a CPT code.

Does that cripple the Lexicon in any way?
I know that for a time the FOIA Lexicon retained CPT information despite 
the absence of the ICPT global. But I don't know how long ago that was, 
and I have not revisited the question for some time.
