So doesn't that mean that allocating an open file number range in the 9999000-9999999 through WorldVistA conflict with the IHS file numbers?

Isn't the entire 9,000,000 range assigned to IHS?  If not then why are there IHS files in FOIA VistA in the 9999999.xx range?
