I agree that there is not a one package fits all solution. What you can do is search through the menu options for high level menus, i.e. menus that tend to be top level menus for an area. Try going to www.geocities.com/kdtop3 then click on [Menus for Vista] in the left hand panel. Scan the page to see if there are menus that you would find helpful.
