no, I do not have DHCP disabled on the Linksys LAN router and it works fine. However, I have tried this on the Belkin WAP, and it doesn't make a difference.
Try setting the Belkin to 192.168.1.2
setting it to that would defeat the whole purpose of the setup, which is to isolate the LAN from the WAP
