(It has its uses though...)

Daylight is a finite resource... Changing the clock doesn't "save" anything,
it just moves it...
I guess calling it "Daylight MOVING Time" has no sex appeal... ;-)

Yes, much of the patch might do time zones overseas, but it also provides the new pointers (math values) for our USA systems that do live in DST areas to re-compute when DST starts and stops.
