If not mobo caps then PSU, rootkit, failing driver or service in that order.
Check the PSU with a DMM. Scan for viruses IN SAFEMODE. Check the Event Logs for unusual warnings or errors at startup/shutdown.

Hi all. I have a friend's HP pc (P4-3Ghz, 1.5GB RAM) running XP pro. Starting last Friday, it would not shut down for her (it would hang). Then it decided it would hang on startup. So I went over to look at it. I could boot in safe mode (and shut down also) with no problems. I brought the pc home and restored it to a prior backup from about a week ago. Now, it seems that I can get it to work properly (most of the time) if I do a restart, but it hangs on startup if I start from being powered off. I have disabled all startup items from msconfig, dabbled with services, but to no avail. I've tried using "last known good configuration." and it works sometimes.
