Now, if you have Gmail, GV does integrate with that and allow you to 
make VOIP calls.

Yes, that is what I have, and that is what I am asking. I have been 
using  Google Voice and  Gmail since the beginning of the beta, I 
don't need that explained... but they just activated the ability to 
make VOIP. My question was entirely in regard to doing that.
