Prob b/c COX is intercepting the SSL with a proxy server and they're using HSTS 
(which prevents MITM man-in-the-middle) attacks and thus you can't get to the 
site...

Seen it a few places with corp WiFi setups with Fwd Proxy setups...

Try this...select a personality ....properties...incoming mail....last SSL 
info....then find the very latest log input from COX and approve it. save and 
back out.

Or try under secure socket ..... use the spin box to select Never for both 
incoming and outgoing
