Best guess is they're removing support for anything older than TLS 1.2. Two conceivable options:
To the degree that you have control over the protocols supported by your hosted mail solution, they may be force-disabling any protocol older than TLS 1.2. More likely, they've monitored the negotiations between your client and their systems and noticed you are negotiating something less than TLS 1.2. I don't think Eudora uses schannel, so the protocols you have enabled in Control Panel are not applicable.
