this is off the top of my head it may not be helpful.

have you checked the event viewer to see it maybe there's a parameter being
added? checked the appropriate registry entry that controls msiexec
options?  try using the same registry setting to enforce debug verbose
logging?  use sysinternals process explorer to see what command line is
being passed to the process?
