Thank you. Truly forgot about the 'Manage' option under My Computer!
That did the trick!
I make my 'me' desktop a Power User to see what's what.(?)
A few more apps, and I will be done.

Then, I will tackle my new ESET File Security for MS Windows Server
internals.............. :)

I may get this very old server earning its' electricity yet!

'administrator' to do this.  The CTRL Panel does NOT have the 'User
Accounts'
icon.

I apologize!  I know I asked this several years back; but, I misplaced the
reply
with the answer.  I've opened and scanned gpedit.  Did not see anything
familiar.
