I think both of those have to run on a Mac. I don't have a Mac, just
the drive. It seems odd there isn't recovery software that runs on
Windows but is for recovering data from Mac drives.

Linux has built in HFS+ support.
First thing I would do is pull an image using dd_rescue or gddrescue,
and then use loop back with offsets to try and mount the partition.
