I just made a release of icu-le-hb. It's named 1.0.3, after the minimum HarfBuzz version it requires. I've also put a release tarball here:
http://www.freedesktop.org/software/harfbuzz/release/ The major change, for those who imported icu-le-hb into their projects a while ago, is the use of newer, fine-grained, cluster values, which should improve cursor positioning in Indic text and bring it closer to the behavior under original ICU LayoutEngine.
