Do you have cygwin1.dll in the PATH?
yes
you may want to use 'depends.exe' or 'dumpbin.exe /dependents' from Microsoft SDK or 'objdump --private-headers' from Cygwin distribution to find out what specific dynamic libraries jc.exe depends on.
