I'm going to integrate H-1370 that throws exception with some text but don't know where to put the message.
There is messages.properties in internal package that is empty but consistent with other modules and there is ExternalMessages.properties that is populated I'll put it to the old ExternalMessages assuming that it will be converted one day to the new scheme. Is it correct?
