[classlib] NOTICE and LICENSE in META-INF

Can one of you ant wizards please - ASAP - modify the classlib build 
script to put NOTICE and LICENSE files in META-INF in each jar that we 
create?

It's not an incubator requirement, but a "best practice", and as it's 
cheap and easy to do , lets do it.
