Projects like you describe have become very popular in my community. 
The kids usually get the word out through local newspapers and e-mail 
lists. The Bat Mitzvah girl may need to make a decision about what 
she wants to collect. If she is interested in "green" books, she will 
likely need to address publishers directly. If she is looking to 
collect gently used books from individuals, she will have greater 
prospects. You can remind her that passing books to new readers is a 
form of recycling/repurposing, and is a "green" mitzvah!

She can set up collection dates at a convenient place so people only 
need to drop off books. Communities are very responsive. Sometimes 
local businesses are willing to get involved.  Because the project 
involves collecting books, it would probably make the most sense to 
find a local school or organization to assist. Sending books to 
another state or country could be costly and time-consuming. No doubt 
there are Jewish day schools or public schools that would appreciate 
such a gift!

The other option - collect books, have a book sale, and donate 
proceeds to the organization of her choice.
