I should qualify the table below by saying that the ALT key used is the
one on the right, not the one on the left.

When your computer is set to the Hebrew IME, turn the
  CAPS-LOCK on and
use the following key combinations to produce the following
  nekudot:

  Shift =         Dagesh
  Shift - Holam
  Shift 0 Shin Dot
  Shift 9 Sin Dot
  Shift 8 Kamats
  Shift 7 Patah
  Shift 6 Segol
  Shift 5 Tsere
  Shift 4 Hirik
  Shift 3 Hataf Kamats
  Shift 2 Hataf Patah
  Shift 1 Hataf Segol
  Shift ` Sheva
  Shift \ Kubuts

Turn the CAPS-LOCK off and use the following key
  combinations to produce
  the following characters:

  Alt - Meteg
  Alt U Double Vav Digraph
  Alt H Double Yud Digraph
  Alt J Vav-Yud Digraph
  Alt 4 NIS Symbol
  Alt E Euro Symbol

When I was at Yale, I put together a page with an
  interactive Hebrew
keyboard layout that may also be helpful:
  http://www.library.yale.edu/cataloging/hebraicateam/keyboard/

  Hope this helped,
  Steven
